Yolo County Regional Resilience Collaborative

Building a Climate-Resilient Yolo County Together

About

The Yolo County Regional Resilience Collaborative (YCRRC) is an emerging partnership focused on strengthening climate resilience in Yolo County. We are committed to addressing the climate risks most critical to the County—including wildfires, floods, drought, and extreme heat—through coordinated planning, strategic funding, and community engagement. Together as local governments, Tribes, community-based organizations, and academic institutions, we are planning for a safer, more sustainable future—especially for those most affected by climate change.

In 2020, the Yolo County Board of Supervisors set the goal of meeting a carbon-negative footprint by 2030 with a focus on equity and justice. The Climate Action and Adaptation Plan (CAAP) is a roadmap that outlines the actions that Yolo County will take to meet these greenhouse gas (GHG) emissions reduction goals and help our community be more resilient to climate impacts such as higher temperatures, more frequent wildfires and floods, and drought.

Driven by public input, the CAAP will include recommendations for how we can lower emissions, protect our natural resources, use more renewable energy, support the sustainable agricultural practices that are already thriving here in Yolo County, and more. The CAAP is designed to benefit all community members and to promote health, equity, and resilience in all processes and outcomes.

Our Work

Governance Development

The YCRRC Planning Group is codeveloping a framework for long-term collaboration around resilience efforts across jurisdictions and organizations. The YCRRC Planning Group anticipates adoption of a governance charter establishing YCRRC in fall 2025.

Countywide Climate Resilience Needs Assessment (Needs Assessment)

The YCRRC Planning Group is working to identify shared resilience priorities through a robust  process guided by community input and informed by existing local plans. The Needs Assessment will make recommendations for how to move forward in addressing the identified priorities and will have a specific focus on the County’s vulnerable and underserved communities.

Project Description Development and Funding Strategy

Upon completion of the Needs Assessment, YCRRC will develop project descriptions for up to ten projects that address priority resilience needs. YCRRC will then research available funding opportunities and create a strategy for capturing funds to implement the projects and support long-term capacity of YCRRC.

Funding Source

Formation of the Yolo County Regional Resilience Collaborative and its completion of the Needs Assessment and funding strategy is supported by the Governor’s Office of Land Use and Climate Innovation’s (LCI) Regional Resilience Planning and Implementation Grant Program (RRGP).  This is a state-funded program that supports regions like ours to plan and implement community-driven climate solutions.
